ANALYSIS OF FAILED BIDDINGS IN THE BANGKO SENTRAL NG PILIPINAS

Abstract:
Effective supply chain management establishes an essential link between suppliers and operations of any organization by efficient spending of its resources. Purchasing or procurement specialists should be able to source multiple suppliers to prevent monopolies and operational risks in the event of market changes (Slack, et.al, 2016). Similarly, when public procurement is efficient in the government, it boosts nation building and promotes maximum productivity of government services in a country.
The effects of the coronavirus (COVID-19) pandemic in Y2020 has aggravated existing challenges in government procurement, such as border closures or isolation, business closures, which led to delayed or cancelled projects. While resolutions were issued to streamline government procurement, many projects procured under competitive bidding did not reach the awarding of government contracts. It is with fervent hope that this study shall help the current procurement operations in the Bangko Sentral ng Pilipinas (BSP), by analyzing causes of failed biddings based on previous records, to evaluate its current procurement strategies in order to attract more bidders to participate, increasing chances of awarding government contracts, and implementing more government projects to serve the public.
