RESEARCH ON THE IMPLEMENTION EFFECT OF UNIVERSITY STUDENT SUBSIDY POLICY – TAKING NANNING NORMAL UNIVERSITY AS AN EXAMPLE

Abstract:

Since the implementation of college enrollment expansion at the end of the 20th century, higher education in China has begun to enter the stage of popularization. In order to reduce financial pressure, encourage students to participate in higher education, the government has implemented the university fee policy, which makes the problem of subsidizing poor students increasingly receive widespread attention from all sectors of society. The improvement of the subsidizing policy for poor students directly reflects whether the popularization of higher education and education equity can be coordinated and coordinated. Nanning Normal University is located in the western region of China, where the economic foundation is backward and higher education is relatively weak. The college students who study in this university are often the most in need of financial assistance. They are large in number and representative, and are closely related to the implementation of the national education policy, targeted poverty alleviation policy and rural revitalization policy. Therefore, this paper selects the poor students of Nanning Normal University as the research object, and makes an empirical analysis of their funding policy implementation, which is conducive to enriching the content of public policy implementation in China’s funding, and constantly improving the implementation system of college student funding policy; It is conducive to protecting the rights and interests of poor college students to receive education and strengthening the stability of educational equity; It is conducive to the implementation of China’s funding policy and specific guidance for poor students’ funding practice.

This research takes the implementation of the subsidy policy of Nanning Normal University as the starting point, and adopts the questionnaire survey method. The questionnaire is mainly divided into two parts. The first part is mainly about the basic personal information of the interviewees, including family economic status, income and other contents; The second part is the survey questions, including the understanding of the idealized policy system, the satisfaction of the funding policy implementing agencies, the evaluation of the funding policy implementation process, and the analysis of the funding policy environment. Use the Likert five point scale to measure and score according to “very agree”, “relatively agree”, “unclear”, “relatively disagree” and “very disagree”. The selected students are poor students approved by Nanning Normal University, and 368 poor students participated in the survey.

Based on the Smith policy implementation process model, this research studies and analyzes the problems in the implementation process of the poor students’ subsidy policy from the four aspects of idealized policy, policy implementing agency, target group and policy environment. The research found that, at the level of policy formulation, there are mainly problems such as insufficient fairness in policy formulation, insufficient flexibility in the amount and types of loans, and the absence of supervision and incentive mechanisms; At the level of policy implementing agencies, there are mainly problems such as insufficient publicity of policies, differences in regional investment, differences between schools and majors, lack of two-way supervision in the funding process, and unreasonable establishment of work study posts; At the target group level, there are mainly problems such as the lack of a reasonable mechanism for identifying poor students, the lack of targeted and regional funding policies, and the subjective motivation of target groups to be guided; At the level of policy environment, there are mainly problems such as complex recovery of student loan procedures, insufficient social participation in grants, unreasonable policy environment and imperfect interest coordination mechanism.

Based on this, this study analyzes the feasibility of Smith’s policy model from the theoretical level in view of the above issues, and believes that it is necessary to update the funding policy, and establish and improve the funding policy publicity system; From the perspective of policy implementation, the student funding system should adjust the concept, from the past “supporting poverty alleviation” to “supporting education”, improve the policy implementation mechanism, introduce information technology to build the policy implementation management system, and continuously enhance the ability and quality of policy executors; From the perspective of objectives, this study proposes to build a financial aid recognition system for poor college students, and establish and improve a long-term regulatory system for educational aid; From the perspective of policy environment, this study believes that we should enrich the ways of education funding, unblock funding channels, and improve the laws and regulations related to education funding.
